WATER AND PARKING ADMINISTRATIVE CLERK Oxford Borough is hiring a part-time Water and Parking Administrative Clerk.
This position supports the daily operations of the municipal water and parking departments that serve approximately 7,800 residents, 1,800 user accounts, daily.
This is a part-time, hourly clerical and customer relations position, responding to customer inquiries related to utility billing and parking in the Borough.
The person in this position reports to the Borough Manager and works alongside a team of eight associates at Borough Hall and three water operators in the Public Works Department.
Principal Dues Include:
Answer water and parking phone, email and in-person inquiries.
Serve as the inial point of contact for residents and customers regarding water and parking related quesons, complaints and issues.
Maintain water accounts, ensuring all records are up to date and accurate, including setting up new accounts.
Collect and process all water payments received and make and manage payment arrangements.
Manage the water cut-off and turn-on process, coordinating with water operators.
Process all service orders for water meters (new, broken meters, old meter, etc.
) and keep all related records Provide water billing, users, consumption, batch and other reports, each billing cycle and upon request.
Manage water department yearly reports and records, including maintaining paper and electronic records to ensure compliance with Borough and regulatory record requirements.
Coordinate with customers and water department operators to schedule appointments for inspections, meter installation, and/or leak detection.
Work with the Borough Manager and Engineer to process water will-serve requests; process related connection and tapping fee billing.
Work with representaves at the Oxford Area Sewer Authority to coordinate billing and water cut-offs.
Process and maintain parking permit requests, payments and related data.
Process parking ticket in-person payments.
Processes late notices and court summonses for unpaid parking tickets.
Facilitate parking meter maintenance; address reports of faulty parking meters and related equipment.
Generate parking related reports upon request.
Qualifications, Skills and Abilities Applicants should have a high school diploma or its equivalent and a valid driver's license in good standing.
Prior utility billing experience preferred.
Applicants must have reasonable typing skills and be proficient in Excel.
The applicant should also have experience with utility billing software or the ability to learn.
The successful applicant will have knowledge of record keeping, problem solving capabilities, and an ability to perform work with a high degree of accuracy.
The person in this position must have the ability to learn quickly, work independently, and adapt to change.
The successful applicant will be comfortable with routine but also able to change focus quickly, able to address urgent matters but knowing when to request assistance.
They must also have the ability to communicate with a wide variety of people with patience, and in a way that is straightforward, respectful and compassionate.
The person in this position must maintain a professional attitude at all times, have good organizational skills and be able to manage an effective and efficient workflow.
The successful applicant must have the ability to perform within prescribed Borough guidelines and procedures.
Spanish language proficiency is desired, but not required.
This is an hourly position.
Starting hourly wage is $20.
00, with an increase after an initial six-month probationary period.
The person in this position will work 25 hours per week, with a flexible schedule (agreed upon by management) Monday through Friday, between the hours of 8:
30 am and 3:
30 pm.
